that they understand whether they are going and comprehend the nature of their contracts, which, when examined he will endorse. If any of the Emigrants are in bad health or insufficiently provided with clothing or if the contracts are unfair or if there is reason to suspect fraud he may detain the Ship and if he shall think fit may order any or all of the Emigrants to be relanded.

VIII. If any Emigrant cannot be shown to have been shipped by some licensed Collector the Emigration Officer may order such Emigrants to be relanded and the Master shall be liable to the penalties for collecting Emigrants without licence and shall pay the expense of sending the people home.
