the terms on

which the

had been given

had been violated in

accord

to the number of Passengers, the room allotted to them,

the issue of provisions or the presence of an Interpreter during the voyage or Emigration Officer,

or the wilful neglect during the voyage of the Government regulations.

To give effect to these provisions (except within 100

Miles

of the Chinese frontier) would of course be necessary,

I think that the Act should

not prescribe the regulations

under which the trade should be carried on. But

be punishable by forfeiture
