that the ship is properly manned, fitted and ventilated, that she is furnished with a proper quantity of good provisions and water (according to the dietary scale annexed) - that she carries a proper quantity of medicine and medical comforts (also according to the scale annexed) that the contracts (being in duplicate with a "translation") have been inspected and are not unfair - that no fraud appears to have been used in collecting the emigrants and finally that there is on board a surgeon and Interpreter (designating them) appointed by the Emigration Office, or that the ship has been authorized to proceed without them.

Finally on such certificate there should be endorsed a copy of the Government Regulations for the conduct of the voyage, and an engagement on the part of the Master to perform them.

Any breach should be subject to forfeiture, enforceable through Her Majesty's Courts.
