effect nature of

Regulations on

this head are

matters which

depend on local considerations

and on which therefore the

Local Authorities come alone

to a conclusion.

14 All this might be effected by local Legislation under the

authority of

15 With regard to the

Embarkation and subsequent

treatment

of the Emigrants,

our own experience leads us to think (as stated in our Report

of 7 January 1853) that the most effectual instrument for preventing

abuse would be the

clearing certificate proposed to be given by the Emigration officers. No British ship should be allowed to take Emigrants from any port

without such a

certificate which should state the number of Emigrants which the ship could properly carry, the number placed on board, and the space (both on the

upper

deck and on the between

decks) set apart for their use.
