243 To the Rt. Honble the Lords Commissioners of H. M. Treasury. My Lords,
In the Letter which I addressed to your Lordships on the 14th July last, proposing to transfer to the control of the local Governments the several Colonial Post Offices which still remain under the direction of this Department, the Post Office of Hong Kong was made an exception, because it was understood that the Governor of that Colony would himself make a proposal to H.M's Government on the subject at an early date.
A Private Letter has been received from Sir John Bowring, in which he conveys his readiness to come to an understanding on this point; but, as he makes no distinct proposal, I think it advisable that H.M's Government should take the initiative; and, if your Lordships concur, that H. M's Secretary of State for the Colonies may be requested to...
