Life to Bombay, the Governor of Singapore did not consider the claim as properly chargeable to that Government at whose jurisdiction the Convicts had committed their crimes under the sentences passed upon them in China. Their subsequent crimes were committed within the jurisdiction of the Court of Judicature for the Straits Settlements, and the expense attending their capture, conviction, and transportation was represented by Sir George Bonham as properly chargeable to the Government of Hong Kong, not to that of Prince of Wales Island.

Under these circumstances, I am commanded to state, for the information of HH Secretary, that the Court of Directors will not permit the Government of India to withdraw the claim against Antony Kony.
