SHANGHAI, Dec. 19 (Reuter)—A step in the right direction, but two years late, is the opinion of the Ameri- |can-owned Shanghai Evening Post in a leading article on Japanese preparation for the re-opening of a small sec- tion of the Yangtse River.

The paper declares, however, that if foreign shipping is to be handicapped in the area from the boom to Nan- king, similarly as has been treated in the delta, then the re-opening does not mean much.

The paper believes that the decision was prompted by the Imminence of the abrogation of the American - Japanese Trade Treaty.
