SHANGHAI, Dec. 18 (Router) -The cost of living in Shang- hai continues to mount steadily, as shown by records drawn up by the" Shangbal Municipal Council,

According to these records, the following increases in Nov., 1939 as compared with the average, for 1936, are noted:

These figures relate to native products only, imported articles rising in direct relation to foreign exchange.

The purchasing power of the Chinese dollar, according to these statistics, is 39.29 per cent of value in 1936.

OTTAWA, Dec. 18 (Reuter) --The Empire Air Training agreement was signed yester- day Dy the Premier, Mackenzie King,

and Lord Riverdale, head of the British delegation to the Empire Air Training Conference.

Lord Riverdale also initialled the agreement on behalf of Aus- tralia and New Zealand.

Sanyo Maru Released

GOODS COVERED BY GUARANTEES

LONDON, Dec. 18 (Reuter)-- The Japaese vessel, Sanyo Maru was released from the contra- band control base after a stay of twenty-four hours. According to the Ministry of Economie Warfare, it was only necessary to verify her cargo which did not include any other goods of German origin not covered by Japanese guarantees.

NEUTRAL PROPERTY

A British Wireless message adds that Assurances had previously been given by the Japanese Gov- ernment that all the goods of German origin on board had been paid for before Nov. 27.

It will

be remembered that official statements issued with the Order-in-Council on Nov, 27 stated that exemption, might be given for goods of German origin which had become neutral property prior to that date. It was consequently only necessary when the Sanyni Maru arrived in the Downs to verify that her cargo did not in- clude any other goods of German origin not covered by the Japanese guarantees
