An ambitious scheme has been mapped out by the Reconstruction Department to provide every district of the province a number of small factories utilising as far as possible local labour and raw materials. The factories will be government owned in the begin- ning but may be sold to private in terests later on.
Preparations have been comple. ted to establish these factories in many 01 the interior districts, while a province-wide survey is under way.
