Some South American States suggest that Russia should be excluded, but such expulsion requires a unanimous vote and certain members, including China, are unwilling to take such a step. This, it is thought, will not prevent a condemnation of Soviet Russia and it is expected that the final resolution will leave it open to League Members to take any action they think fit to help Finland, the proce- dure followed in the case of China's appeal against Japan.

STOCKHOLM, DEC. 12 (REUTER) — THE FINNISH WHITE PAPER, WHICH HAS BEEN PUBLISHED, REVEALS FOR THE FIRST TIME THE FULL SOVIET DEMANDS AND THE FINNISH COUNTER-PROPOSALS.
THE WHITE PAPER CONSISTS OF 13 DOCUMENTS. The Soviet demands included a 30-year lease of Hango for the creation of a naval base, whose guns with those of the leased Estonian port of Baldiski, could close the Gulf of Finland, and the right to station certain troops there; also the cession of Hoglan and other islands and territory on the Karelian Isthmus in return for which Russia would cede a territory twice as large as Finland.

LONDON, Dec. 12 (Reuter)-A thrilling account of the escape of the Polish submarine Orzel from the Baltic to England be- came available in London. Here is just a general outline.
When Germany invaded Poland, the Orzel slipped out of Gdynia and cruised submerged in the Gulf of Danzig for, four days. It was not long before she was bombed by German aircraft and so she made for the wider waters of the Baltic, dodging a cordon of Nazi destroyers on the way.
