PARIS, Dec. 7 (Reuter)-Reports reaching here allege an increasing concentration of Soviet troops in the Cau- casus and rumours are current of impending Soviet action against Turkey with German military ald,

These rumours are not altogether discounted in France, in view of the threatening Communist manifesto towards Rumania and Turkey and they are given added interest because of the strong Italian stand against Russian ex- pansion in the Balkans.

A border incident between Soviet and Hungarian troops is reported from Budapest.

Details are lacking, but it is stated that both sides of the frontier (the old Polish frontier) have been closed and that the Hungarian troops have been strengthened. SECRET NAZI-SOVIET UNDERSTANDING

LONDON, Dec. 7 (Reuter)-The Daily Telegraph's Istanbul cor- respondent states that official quarters maintain complete silence on the latest German propaganda stunt, which forecasts Bessarabia and India as Russia's territorial ambitions when the Finnish war is over. It is believed that the Russo-German Pact not only contained a secret understanding for the present Russian expansion in the Bal- tie, but comprises a preconceived plan for Rustian action in the Balk-

ans.
