should bear in mind that he is authorized by the Statute to detain in custody the master or crew of the ship. When the Master is proceeded against criminally before him, the Consul should permit the Master to go as a Passenger in the ship; and if the master declines or is detained in custody, the master should be permitted to send in the ship any person as his agent, or letters by his Agent or Box or any others in the British Colony to be sent which the ship engages. The Consul should send in her. Also, whenever practicable, the mate or at least one of the crew.

The Consul's attention may be usefully directed to the Rules & Regulations above alluded to, especially to Sec. 27. and fo. 127, fo. 128.

Section X. is ambiguously worded but our impression is that the Consul is not within the words "officer bringing the case in for adjudication".

Offences under this Act may be inquired into or punished before foreign Tribunals if committed within their jurisdiction.
