should send such knowledge of them to the British Colony selected, with direction to communicate forthwith on his arrival with the Governor.
The Excellency should also transmit an affidavit for the cases where this cannot be done, or Consular certificates from himself of the fact and circumstances connected with the transaction, & of the exhibiting or seizing papers. This should be both full & accurate in its terms and mutatis mutandis in the form 270, at p. 25 of the "Admiralty Regulations Made under 2nd William IV for the use of Admiralty Courts abroad." Where the charge is that of forging or altering the papers, the affidavits should be precise as to the "sight & condition" of such papers with reference to the forging or alteration of them.
Where it may be practicable he should send in the ships, or otherwise, any material witness to the British Colony selected. In case this should be found impracticable, he should transmit affidavits & such witness depositions from the nearest Naval Officer.
The Consul should make such arrangements as the circumstances will admit, by application to the Officer, by hiring a proper crew, or otherwise, for securing the safe possession & navigation of the ship to the British flag, pending the delivery up to the proper officer there.
