We are honoured with Your Lordship's commands signified in Li Wadchauke's letter of des. 18. stating Bouwer letter of the 7, with reference to our letter of the 18. & 19.
We are to be informed upon what particular points our opinions are desired with respect to the Chinese Passengers but Ver. 108. he directs that our opinion be given as to whether the Consuls would be justified in seizing a British vessel for breach of certain rules in foreign waters or other waters within foreign jurisdiction, what is the proper course for Consul to take in order to bring a refractory Consul before Board of Admiralty Court; and
