I favour that the suggestions of the European Commissioners to their own Officers, which he (Labouchere) proposes to send to be used with great caution, and should be looked upon rather as the results of giving the experience of the Commissioners as to the regulations which it is desirable and practicable to enforce in this country, than as affording a model by which he should regulate his own proceeding in the Colony - many regulations may be useful or important here which would be useless, impracticable, or injurious in China, and it will be necessary for the Governor to use great discretion in exercising the powers committed to him, so that whilst the subjects are properly protected, British trade may not be subjected to vexations or unnecessary restrictions - I have #
