The opportunity to speak to the Herald-Tribune Forum of American women on the subject of "The Challenge to Civilization" la ond of which I avall myself with mingled feelings.

It was here, in China-my native land—that the Japan- . ese struck the first blow at all those fine principles which liberty-loving peoples have held sacred and which they soçepi-: ed 盛怒 the incarnation of Civilization, as the hall-mark of Democracy.

EIGHT YEARS AGO:

Right years ago, without Justi- #cation, without declaration of war, the Japanese invaded Man- churia, and annexed 15. They tore up treaties, used internation- al law codes to light the fires of barbarism, and defled Democracy with threats and with brandished weapons.

The Democracies did noth- ing. Nor did we, at that time, because we were counselled to have abiding faith in the League of Nations and in the infrangibility of treaties. How vain our faith and our in- action proved to be, you have reason to know.

But others in the world did act.
