We are carrying out your instructions that we would
take these papers into consideration
at our earliest
and report both for convenience our opinion thereupon..
In obedience to your commands we have taken the papers with
consideration
and herewith report.
We have considered
this Bill particularly with reference to such of its provisions
as are
applicable to the Ships
of Foreign Nations.
These provisions
are
desirable
in two Classes.
1. Provision that will oblige
Foreign Ships
which
come
under the description of "Chinese Passenger Ships". After being charged out of British Ports in China, unless
bond be given
by the master
with two sureties that he will in all respects comply with and observe the proposed Act.
This part of the Bill is unobjectionable from the point of view of it being
consistent with the mutual freedom of commerce established between Great Britain
and other nations.
