The Emigrants will be shipped
under the Law enacted

Government relative to this subject, which
enjoins ample space and comfort, and

humane provisions some minute
regulations that appear scarcely necessary,
to a well-regulated Emigration from
this country;
"According to the Arrangements, the
Shipment ought to be made under
the superintendence of a Special Emigration Agent, and the whole contract I'd like to be subject to the control of H. E.

of Changpoo Insurgents, reported in Mr. Parkes' Despatch No. of 1864 as having shut themselves up in the
Old Fort, commonly supposed to have been erected by Fok-sing-an, to join the Emigration.
