Necessary arrangements have been made for conducting this new Emigration in a spirit of equity and humanity, but as I fear the very party charged to give effect to these purposes is the French Vice Consul, a partner in the house having the contract to furnish the coolies, G. L. will see that the security be inadequate and unsatisfactory.
The same & copy states that the "Carpentaria", chartered, as I understand, & to take in coolies for a British Colony, is loading at an illegal Port, and beyond Consular control.
