Market quiet but steady. COTTON; Prices to-day declined" on liquidation and increased selling pressure, stimulated by Southern hedge and foreign selling. Evidence that the Administration is not contemplating any steps to halt a rise in price is seen in the President's remark that "cotton is still too low."

RUBBER: Unencouraging cables from abroad caused a lower opening and prices declined on profit-taking and speculative qulda- tion.
Arm Winnipeg WHEAT: Prices advanced on covering and on advices as well as the news of Presidential approval of higher grain prices. The President has stated that wheat could go at least to 1.16 without hurting consumers.
