to propose to the maritime nations, whose ships frequent Chinese Ports,
& join with H. M. Govt in adopting
measures which may have the
effect of placing the Emigration
of Coolies in question, in whatever vessels it
is conducted, on a footing, which
will not disgrace the civilized
nations of the world.
