In exercise of the powers conferred on him by the Emer- gency Powers (Colonial Defence) Order in Council. 1939, and all other powers enabling him in that behalf, the Governor makes the following regulations; which shall form part of the Defence Regulations, 1939.

They refer to the propaganda and the requisitioning of property other than land.
