Under which sphere but, there is, as Lord Clarendon is aware, power to legislate for British subjects in China, by Order in Council which under the Foreign Jurisdiction Act is exercised. British ships are within 100 miles of the coast subject to such legislation. But hitherto it has also been open to the Superintending Authority in China, and also to Hong Kong, with the advice of the Legislative Council there, to legislate in like manner, any laws made being subject to disallowance or alteration by the Crown.
