MINISTRY OF ECONOMIC AFFAIRS BLOW TO UNSCRUPulous partICIPATION

CHUNGKING, Aug. 28 (Central)—The Ministry of Economic Affairs has announced a set of regulations restricting sale and transfer of various kinds of enterprises in or near war senes, elements * from chief alm of which is to prevent unscrupulous taking control. of or participating in these enterprises.

According to the regulations { changes of licensees of fishing, mining, forestry or other proper- ties or rights are not allowed with- out the approval of the Ministry of Economic Affairs.

Farm and forestry stations, dish- ing markets, mining towns, fac- tories and ranches, as well as all their investments and, Immovable properties, are not transferable nor may they be used for other than their original purposes without the express authorization of the Min istry,

Shares of joint stock companies may not be used as security for loaris, nor are the names of share- holders to be changed, without first a report being made to the Ministry..

Reserves of joint stock COM- paules are to be deposited with Government banks and may not be used in any way without the approval of the Ministry. Where the reserves have already been de- posited with commercial or local banks, such cases should be report. ed.

Agreements or contracts entered by joint stock companies or other enterprises with foreigners or for- eign interests affecting their in terests shall "be deemed invalid without the approval of the Min- ¡istry.

RICE SHIPPED TO SHANGHAI

CHUNGKING, Aug. 27 (Central)— The Kiangsu Provincial Government has given special permission for shipment of rice from north Kiangsu to Shanghai to relieve the acute shortage there, according to a Shanghal message;

Meanwhile, the Shanghai Muni- cipal Council has made arrange- ments with the Japanese authorities in connection with transportation facilities.

Shanghai postal authorities have announced that, as a result of de- preciation of the National dollar, postal rates, effective September 1, will undergo 100 per cent. surcharge. The present basic rate is 25 cents for an ordinary letter. Hongkong and Japan, long in- cluded in the Chinese-damente postal rates, will not be affected by the new order.
