is intended
as regards measures
to be taken in the high seas under the existing Law, that H.M. Cruizers
should receive instructions to board and
examine every British vessel
carrying emigrants from China,
with which they may fall in
at sea, to master the Chinese
on board, to enquire into their
condition and
treatment on
the passage, with their
destination of the said vessel, and to
report these particulars to H.M.
Gov!, and if
the circumstances
appear to require it the
Governor should be so informed, and also
