Chinese Passenger Ships Bill Memorandum
1. If the Bill had not been prepared and
brought in, it might have been a matter for consideration whether the simplest and easiest method
of effecting what is required would not have been to introduce one or more Clauses into the general Bill, giving power to Hong Kong Legislature to apply the provisions of that Bill with such modifications as might be necessary to Chinese Passenger ships, with such further provisions concerning penalties and evidence as might be necessary. The mode of legislating on Emigrants from India would have afforded a precedent. As, however, a separate Bill has been introduced, it is unnecessary to consider this suggestion further,
and the following Observations apply to the several Clauses of the Bill as proposed.
