In reply to your Letter of the 27th ultimo, inclosing Draft of a Bill for the regulation of Chinese Passenger Ships, with an explanatory paper from the Emigration Commissioners relating hereto, I am directed by the Lords of the Committee of Council for Trade to transmit to you, for the information of Lord John Russell, the inclosed Memorandum containing my opinion and suggestions on the provisions of the Bill in question.
