the carrying of its provisions into effect could not so advantageously be undertaken by their Lordships
by the Commissioners of Emigration
whose practical acquaintance with the working of the System of Emigration under the existing Acts gives them facilities for the discharge of such a task
which are not possessed by their Lordships
I am to request you therefore to move Lord John Russell, if he should concur in their Lordships' views, to give the necessary directions for the preparation of the Bill in question
