the preparation of a Bill for checking

the abuses practiced in the Emigration of Coolies

from

China

in

conformity

with the heads of regulations and

suggestions contained in two Reports

of the Commissioners of Emigration

referred to in the above letter

and I

request you to

state to Lord John Russell that

My Lords

concur in the views

contained in the Reports of the

Commissioners of Emigration and

will be prepared to give every assistance in their power for accomplishing the object which

Lord Clarendon has in view,

but that it appears to their Lordships that the preparation

of the Bill in question and

of

the duty of Superintending
