The Survey by proper Officers of that Department is quite ineffectual so far as regards scouring Articles of good description.

We believe that the best guarantees for the quality of Stores are the responsibility of those by whom they are supplied, holding responsible for any deficiency.

The examination of the materials furnished by them is contrary to Foreign practice.

With reference to your letter of the 27th July, I am directed by Sir William Molesworth to transmit to you, for your information, a copy of a letter from the Board of Treasury approving of the arrangements proposed by you respecting the inspection of Public Stores when proceeding direct from the Contractors, & holding them responsible.
