Having laid before my Lord Commissioners of the
Admiralty your Letter of the 19 Instante, with its enclosures
respecting the danger to the Mercantile Interests at Hong Kong from the increase of Piracy, and the suggestion that two Steamers should be placed
under the control of the local Command for the protection of the Colony
