that the Officers in question were either on leave of absence, on home leave or retiring from their situations, and that H. M. Government, not being liable fully for the Expense incurred by them on their way to and from their stations, Mr. Secretary Herbert has suggested that the respective Gentlemen should prefer their application for repayment through the Paymaster General.
Similar letters are subjoined. I have Corresponded with these gentlemen, whose addresses are given. I have requested that you repay this amount to the Paymaster General.
I wish to state that in future Mr. Paymaster will call upon the Officers to repay the amounts advanced to them.
