WAR DECLARATION AGAINST CHINA DEMANDED IN

IN JAPAN: BELLIGERENT RIGHTS URGED

TOKYO, June 24 (T/Ocean) The demand that Japan declare war on China and thus obtain the privileges and rights accorded a nation at war, is contained in a special petition signed by a member of the House of Peers, Baron Otaka, the former Ambassa- dor to Berlin, Mr. Honda, and a prominent publicist, Mr. Miyaka, and was then "pre- sented to the Imperial Keeper of the Seal for submission to the Throne.

In the petition the Emperor is urged " to obtain for Japan the rights of a belll- gerent power." Official circles in pointing out that this is tantamount to demanding. that war be declared against China, state that the reasons presented in the petition jin support of the demand are:
