SCHOOLBOYS VICTIMS OF ORGANIZED H.K. GANGS
Bullied Into Paying "Protection" Money
PUBLIC CO-OPERATION SOUGHT TO STAMP OUT THE RACKET
(Special to the "Hongkong Daily Press") - Organized gangsterism of a type which makes vletims of innocent schoolboys, who are intimidated and-bullied into paying various sums as "protection" money or stand the risk of being waylaid and as- saulted, has broken out in Hongkong on a dangerous scale.
·
Investigations carried out over a period of several weeks reveal unmistakeably that complaints are by no means isolated, and tend to support the belief that the nefarious practice is controlled and directed from one or a few sources.
The first instance of such in-1 timidation to come to the notice of the "Hongkong Daily Press!' cccurred late in April in the East- ern district, when a few young Chinese schoolboys were mulcted of sums ranging from 20.cents to $1.

The first intimation of German support for Japan's action in. Tien- tsin was given in the "Diploma- tische Korespondenz," which says that the Powers who did not re- cognise the signs of the times, and who in their relations with the outer world had often shown proof of a reactionary spirit must now learn the experience that natural development cannot be opposed obstinately and autocratically.
