The market opened 1/8 of a cent lower for all deliveries as com pared with Saturday's closing rates,
Early in the morning there was no inclination to trade, presum- ably due to the fact that the London and New York Rubber Ex- changes were closed on Saturday last as is customary during the summer months.
Later in the session some liquidation on a narrow marked caused a slight price-decline of 1/8 cent for all deliveries.
Closing tone was dull,
In the event of arrangements to barter American Cotton for British and Dutch Rubber (and tin) it is believed in same Rubber circles that the amount of Rubber required for this purpose ap parently will call for some kind of special quota, leaving the regular quarterly quotas unaffected to provide for industrial needs and other. current requirements.

Reports from London indicate that the opinion prevális there, that the reserve stocks of Rubber desired by the American Govern- ment should be bought through usual channels. These reports state three obstacles which the Barter plan would have to overcome:
(1) to secure Holland's full co-operation.
(2) to avoid any special Rubber releases for the supply of war- reserves to America, being interpreted as an unfriendly act In certain quarters,

Market very quiet.
NEW YORK COTTON
The market displayed an easy appearance at the opening. Prices declined early on general liquidation, which was attributed to fears that the House of Representatives might defeat the export subsidy proposals. On ́the whole, the market was dull and the volume of business was small. Although prices remained very near to the day's low levels, a slightly better tone was noted towards the close.
NEW YORK RUBBER
The slow advance of the market during the last few daya was halted, and a general marking down was noted at the opening. However, a better tone was evinced Inter, and prices recovered slightly and were maintained at the day's high levels.
CHICAGO WHEAT
The market continued its downward trend of liquidation and hedge-selling. Reports of favourable weather were again the main depressing factor,
