I have the honour to acknowledge

the receipt of Your Excellency's letter of

the 14th instant, with its enclosures,

and "the recollections of Hon. the M. Venidges of his interview with M. Mi Lane", and "the report of M. Grand-fire". There I shall transmit to the United States' Government, referring the whole subject.

Mr Webster's officious assertions quoted me, if they "do not constitute Inter-national Law, still less the law of Great Britain", at least constitute, Effectively, the American view of Inter-national Law.
