SIMON'S BUDGET SPEECH
Defence Expenditure For Last Year £400,000,000 ·
LONDON, April 25 (Reuter)-The House of Com- mons was crowded and there was an air of keen ex- pectancy when the House reassembled to hear the Chancellor of the Exchequer, Sir John Simon; deliver his Budget speech. Many of the earlier questions were inaudible owing to the excited hum of conversation.
Sir John Simon received loud cheers on rising. He reminded the House that Gladstone, in his first thir- teen budgets, had to provide for a grand total of £53,000,000. To-day, the budget was twenty times that of Gladstone's of 1853 when Gladstone had proposed to abolish income tax.
The Chancellor of the Exchequer's opening re marks were obviously designed to put the House in good humour for details yet to come.

The gross total for defence ex- penditure of all kinds last year was almost exactly £400,000,000.com- pared with £285,500,000 the pre- vious year.
Income tax fell short of the estimate.
Surtax exceeded the esti- mate of the previous year.
Bir John said he felt no doubt the increased yield was the result for tax avoidance measures.
The Chancellor of the Exchequer added that £20,000,000 had been applied to the redemption of the national debt last year. The ex- change equalisation account con- tinued to show a profit.'.
Bir John said it was proposed to keep the debt charge at £230,000,- 000 with renewal of power to bor- row to meet the statutory fund, if necessary.
