Influences contributing to this were the heartening fact that European nations were at last beginning to resist aggression as was indicated by President Roose- velt sending the American Fleet to the Pacific and the Prime Minister, Mr. Chamberlain's promise that China would be kept in mind in the forming of the combination of countries to resist aggression.
