Before me James Kanan, U.S. Consul for the island of Hongkong, came James Mitchell, a citizen of the United States, and made his solemn oath, deposes and says that John Madison, on the evening of the 22nd instant, about ten o'clock, came up to him and asked him for a dollar, and told him that he was the Carpenter of the "Reindeer", an American vessel. I asked him if he had his discharge from the ship, and he said that he had applied to the Consul for his discharge and was refused, and that he then went to the police station and complained that he had been badly treated on board the vessel, and they, the Police, told him that they could not do anything for him as he had not been ill-treated on board...
