LONDON, April 5 (Router)—Earl Stanhope, First Lord of the Admiralty, has declined to make any state- ment concerning the suppression by his own Ministry last night of a speech which he delivered on board the new aircraft-carrier Ark Royal at Portsmouth.

Earl Stanhope simply sought to emphasize, in the course of this speech, normal readiness of the Fleet, even in period of leave, and no question arose of any im- mediate emergency being foreseen.
