Since writing I have ascertained that I had been led into a material mistake in the last minute.
It appears that Hale saw the vouchers deposited by being open here, but that he inadvertently placed them in a bag & sealed them waiting (as he had done on former occasion) for a letter explaining this transaction. This being new came under consideration. I have looked into the matter, coupling so far that the bag ought to have remained duly in the waiting room, which was the fault of the Chinese department if misuse of it.
