The Office Referee who received the Papers - attack a list of them / from the Port Office states that they were delivered either with the mail which arrived on the night of the 31st of July last, and that they reached hands in the condition in which they are now, in loose bundles, and without covering or address of any kind.

In that case very serious blame would seem to attach somewhere between Hong Kong and the Post Office here. As far as Despatches to the Secretary of State are concerned it is impossible to conceive anything more scrupulously careful (as I have pointed out to Mr. Blackwood more than once) than the mode in which they are made up at Hong Kong.
