LONDON, MAR. 26 (REUTER)-THE PROPOSED FOUR-POWER DECLARATION HAS BEEN ABAN- DONED, ASSERTS THE DIPLOMATIC CORRESPON- DENT OF THE "OBSERVER," who says that the Polish Government sees no attraction in participating in a demonstration, the only practical purpose of which is to offer Poland international consultation in the event of "German aggression.

On the other hand, it is understood that the Soviet proposal for full military commitment to take im- mediate action in the event of German aggression, or threat of aggression, has hitherto made equally little impression in Warsaw where the old Polish principle of full neutrality, as between Germany and Russia, still holds sway.
