A Warrant was unnecessary. Authority to the superior Officers of Police to board any vessel, having sufficient reason to apprehend that a felony or Misdemeanor had been, or was about to be committed. See Act: VII. Art: 114 of 1845. Upon the first intimation of the violent assault and imprisonment of the seaman Madison, it was the bounden duty of the Police to have him relieved and place him in a position of preferring this complaint. Indeed the full power vested in the Police to apprehend, without warrant, any person who had committed the assault particularly referred to.
