the act - nothing, in the same in in question how been done but in accordance with the Law, but I shall deem it my duty, in deference to yourself, to send the whole of the correspondence to Her Britannic Majesty's Secretary of State for further information. I regret feelingly that I cannot surrender John Madison to the requirements of the United States' Consul, on the ground of illegal capture.
In regard to the payment of the fine inflicted, I have only to state that the payment is officially reported to me as having been made according to the customary form by practising Solicitor in the Chief Magistrates Court. The Consul's protest against the payment will be duly recorded and forwarded to Her Majesty's Government.
