The market opened with prices unchanged for all deliveries us compared with Monday's closing rates.
Very quiet conditions prevalled throughout the day. The mar- ket was entirely influenced by the uncertainties with regard to the Impending quota-announcement by the IRR Committee, dealers and speculators preferring to inaintain side-line positions. Conse quently only a moderate volume of business was transacted.
Later in the session prices registered a slight decline of 1/8 cent for all deliveries, the market closing with a very quiet undertone. After the close of the market it was announced that the con- sumption for January in USA, amounted to. 46,234 tons as com- pared with 45,315 tons in December 1938,
The IRR. Committee decided on leaving the permissible ex- port quota at 50 per cent l.e. unchanged for the second quarter of this year.

Reports from Washington state that Senator Smith has now introduced a new bill, providing for a subsidy . payment of 5-cents to growers, Later in the session, prices reacted slightly on profit-taking and realising, but the undertone remained steady at the close.

The International Restriction Committee has fixed the rubber quota at 50 per cent., unchanged from the first-quarter. The an- nouncement caused prices to advance substantially, as there was, some trade buying and short covering. Heavy reinstatement of long positions is now expected.
