My Dear Sir,
I have shown your letter of yesterday, received this morning, to His Excellency, the Governor, who, viewing it in the light of a first step, will not fail to report the matter for the consideration of the Home Government.
As regards the official complaint of probable rescue of a foreigner from legal custody, I regret to be obliged to repeat the intimation that the ordinary course of law must be followed.
Believe me, Sir,
(Signed) W. J. Merser
