My Dear Sir,

I have reported my interview to His Excellency, Sir John Bowring, who decides, with much regret, that the ordinary legal course must be followed; your denial of the jurisdiction of the Court deprives me of a basis whereon to ground a satisfactory arrangement.

I repeat what I have already stated to you verbally, that I wish you to have the matter submitted, and advised your entering on to submit to the decision of the Magistrates, and then refer the matter to the Executive Government.
