OCCUPATION EXPLAINED BY TOKYO SPOKESMAN

TOKYO, FEB. 10 (T/OCEAN)-THE OCCUPATION OF HAINAN ISLAND HAS A TWOFOLD PURPOSE, A NAVAL SPOKESMAN, ADML, KANAZAWA DECLARED to-day-strengthening of the blockade of China and, thereby, the final destruction of the fighting power of the Chungking Government. After the fall of Canton and the interruption of communication with Hongkong, the Gulf of Tongking and Kwalchow Bay had remained the only approaches to south-western China by sea. Transports for the Chungking Government had been made mostly by armed junks the base of which had been Hainan Island. Since the Japanese Navy alone was not able to enforce the blockade the destruction that base had become necessary.
