CHUNGKING, January 20 (Central)-in a lengthy manifesto Issued last night, Generalissima Chiang Kai-shek appealed to the zentry and educational circles to help the Government in con- scription and economic development for Increasing China's power, of resistance and accelerating national reconstruction.

Gen. Chlang said that the international situation is turning is developing, as more and more against Japan and the war China first expected. He warned, however, that Japan will make a last supreme gffort, and If the Chinese should relax at this time, not only would their previous efforts be in vain but they would even meet with defeat.
